“This manual gives us a clear, structured approach to discipline. It is a modern approach and one that does not rely on archaic, punitive measures but instead promotes positive reinforcement and guidance,” said Minister of State in the Ministry of National Security, the Hon. Juliet Cuthbert-Flynn.
In a ground breaking step to promote positive reinforcement and shape behaviours, the Ministry of National Security in collaboration with the United Nations Children's Fund (UNICEF) officially launched the Positive Behaviour Management Standard Operating Procedures (SOP) Manual.
The resource offers a modern structured approach to rehabilitation in juvenile correctional facilities and employs the use of positive reinforcement.
Speaking at the launch event for the phased implementation of the manual, Minister Cuthbert-Flynn highlighted the significance of this milestone for the Department of Correctional Services and reaffirmed the Government’s commitment to supporting children in state care.
She declared that: “The Government is committed to getting it right. Not just in words, but in action, through real, proven strategies that ensures young people in our care are rehabilitated.”
The State Minister further added “We are reviewing key legislation, including the Child Diversion Act, to establish an improved system for our children”.
Meanwhile, Commissioner of Corrections, Brigadier (Ret’d) Radgh Mason in his address noted “it is our duty not only to provide secure custody but to equip them with the discipline, values and skills they need to reintegrate as responsible citizens. This manual is a crucial step in that direction.”
He further expressed that the implementation of the manual is a symbol of hope and urged the children at the Rio Cobre facility to embrace the opportunity to change their narrative and leave the system with a renewed purpose.
Standardization of Rewards and Discipline, Categorization of Offences and Best Practices, and Enhancing Accountability and Curriculum Gaps are the three critical objectives of the SOP Manual.
The launch of the Positive Behaviour Management Standard Operating Procedures (SOP) Manual reiterates the Government’s continued commitment to strengthening rehabilitation strategies and to providing structured opportunities for reintegration for juvenile offenders.
