Permanent Secretary in the Ministry of National Security, Ambassador Alison Stone Roofe, has urged the newly graduated District Constables to be frontline guardians of peace, justice and community trust.

She was delivering the keynote address at the graduation exercise held at the Police Officers’ Club in Kingston on Friday, August 22, under the theme: “Trained, Transformed and Ready to Serve”.

“This moment is the beginning of your service to the people of Jamaica,” the Permanent Secretary said, adding, “Whether guiding children safely to school or standing resolute in times of crisis. Wherever you are deployed, Jamaican citizens will look to you - a symbol of order, fairness and hope”.

The graduation of the thirty-three (33) District Constables celebrated the culmination of seven weeks of intense training in Law and Police Procedures, Investigative Techniques, Human Rights, Diversity Policy and other critical areas.

“These skills will guide you whether you are resolving a civil dispute, documenting a case of praedial larceny or perhaps just ensuring that the rights of individuals in custody are respected,” the Permanent Secretary said.

Ambassador Stone Roofe also urged the District Constables to reflect on their role in shaping Jamaica’s future, stating that they are now equipped to serve with professionalism.

She reminded the cohort of their role as community partners, encouraging them to uphold the highest standard of conduct while committing to personal and professional growth.

“You are often the first point of contact for citizens. Your conduct and professionalism can strengthen community relations and inspire confidence in law enforcement,” the Permanent Secretary said.

In addition, the District Constables were asked to maintain balance in their personal lives, while upholding the highest standards of public service.

“Transformation is about cultivating a mindset of integrity, empathy and service. It means embracing change, adapting to new challenges and fostering trust in every interaction,” she noted.
