Minister of State in the Ministry of National Security and Peace, Juliet Cuthbert-Flynn, is
urging a renewed national commitment to integrity, accountability and public trust as essential
pillars in building a safer Jamaica.
She made the call while addressing a Service of Thanksgiving hosted by the Firearm Licensing
Authority (FLA) at the Kingston Open Bible Church on Sunday, March 29, to mark the th Authority’s 20 Anniversary.
Framing the occasion as more than a ceremonial milestone, Minister Cuthbert-Flynn said the
moment demands both reflection and a recommitment to purpose.
“Milestones such as these are not merely about the passage of time. They are moments
for reflection, for gratitude, and for renewal of purpose. As the FLA begins this year of
commemorative activities, starting with this Service of Thanksgiving, I encourage you to
see this as a recommitment to the future,” she stated.
The Minister emphasised that institutions charged with national security responsibilities must
be guided not only by systems and policies, but by strong moral and ethical leadership.
“Those entrusted with responsibility for national security carry a sacred duty to act with
fairness, with wisdom and with integrity. The work of the FLA, though technical in
nature, ultimately speaks to something deeper: the preservation of life, the promotion of
order and the protection of communities,” she said, describing each as national priorities
and moral imperatives.
Minister Cuthbert-Flynn also highlighted the importance of partnerships in achieving lasting
peace and security, pointing to the role of the Church in shaping values and strengthening the
social fabric.
“Safety and peace are not achieved by institutions alone. They require partnership
between Government, citizens, communities and the Church,” she noted, “in many ways,
it is this foundation that supports the work we do in public service.”
The Minister further called for sustained efforts to build public trust through transparency,
accountability and consistent service delivery, urging the Authority to continue strengthening
its operations and national impact.
As the Firearm Licensing Authority observes its 20th anniversary under the theme ‘20 Years
of Precision, Integrity and Public Service,’ the Minister encouraged the organisation and its
stakeholders to use the commemorative year as an opportunity to recommit to its mandate.
“Let this anniversary year be one in which the Authority continues to grow from strength
to strength, modernising its operations, deepening its impact and reinforcing its role in
national development,” added the Minister of State.
She also reaffirmed the Government’s broader goal of fostering a Jamaica that is not only safer,
but more just, compassionate and united.
The anniversary year will feature a series of activities aimed at engaging staff, stakeholders
and the wider public. Minister Cuthbert-Flynn congratulated the FLA on its two decades of
service and expressed confidence in its continued contribution to national development.
“Let this anniversary year be one in which integrity continues to guide every decision,
accountability remains a cornerstone of service, and public trust is strengthened day by
day,” she said.
